This paper focuses on the status of the Education and Economy Development in Shanghai and Shenzhen, generally analysis the practical status of both, through studying the statistical data between 2000 and 2007, and taking advantage of the gray relation analysis to model the index of education and economy. After calculating the result of these indexes, the paper finds out the strong relation factors and gives some suggestions;The research content is divided into five parts:The first part elaborates on the relationship between education and economy theoretically in order to explain the reason for topic selection. Through making the outline of international economy and the current economic status of China, it investigates the social development with education and economy. Meanwhile this paper summarizes the theories and research work from China and other countries to set up the basis of analysis for further research.The second part uses the gray relational method to make quantitative analysis between education and economy development in Shanghai. According to the principles of cybernetics, this paper introduces the gray theory. It generally outlines the analysis procedures of the gray relational method and the aspects which need improvements. This paper applies the improved method of gray relational algorithm and the related model to make quantitative analysis between education and economy development in Shanghai between 2000 and 2007. Finally the gray relational degree between education and economy is 0.587.In the third part, the paper uses the gray relational method to analyze the status of Shenzhen, the gray relational degree between education and economy of Shenzhen is 0.334. Then the paper identifies the disadvantage of education and economy area in Shenzhen, it makes some suggestions for the education and economy development of Shenzhen by learning the successful experience of Shanghai.The fourth part focuses on the improvement of the government policy. With the development of Shanghai, this paper suggests that Shanghai should regulate the supply of human resource and improve the supporting facilities, besides attracting high-quality personnel, Shanghai also needs to pay special attention to the public service and improve investment environment. Optimizing the industrial structure is another important aspect. Through investigating the population mobility and making the forecast, Shanghai can further adjust the school distribution. After that, Shanghai should construct the evaluating indicator of satisfaction degree, according to the industry specialization, and increase the education investment in order to promote the balanced development of education. Finally, other cities will benefit from the experience of Shanghai in the future.The last part summaries the defect of the research and states the further research direction.
