Since the 1990s, information technology has swapped the whole world. To education reform and development, educational informatization has become an inevitable requirement and an important driving force. With the advantage of technology times, educational informatization not only promoted China's fundamental reform in education conception, educational system, education management, education means and methods, but also in the same time effectively accelerated the modernization and sustainable development of China's education. In order to speed up the construction of educational informatization, guide it to develop healthily and rapidly and comprehensively improve the educational informatization level, it is very necessary to evaluate the educational informatization level scientifically and rationally, making the results reflect the true level of educational informatization. In the end, the educational informatization evaluation would improve the educational informatization development.For an objective assessment of China's educational informatization, perfecting the educational informatization policy, and correctly guide the direction of educational informatization development, it is of great strategic significance and practical significance to deeply study educational informatization characteristics, found a scientific and rational system of evaluation criteria and evaluation model, and explore a set of comprehensive and systematic evaluation theoretical system, which is adapt to China's educational informatization mode.In this paper, the approaches mainly are:Firstly is the method of combining the inherited innovation and fusion innovation. On the basis of domestic and foreign scholars' research on informatization and education informatization evaluation method, after the process of collation, analysis, absorption, this thesis draws out the method model of evaluation for education informatization.Secondly is the method of combing theoretical research and empirical research. This thesis integrated the informatization theory, educational informatization theory, modern comprehensive evaluation theory and the gray system theory, compared and analyzed various evaluation methods, summed up its strengths, weaknesses and applicable conditions, then this paper improved and expand the existing methods, and established a model of evaluation method, which was adjust to the characters of educational informatization; finally, this thesis put forward to an Empirical Analysis of Heilongjiang Province secondary school educational informatization with the very model.Thirdly is the method of combing of qualitative analysis and quantitative analysis, and quantitative-based. This thesis qualitatively analyzed domestic and foreign related researches, also the actual state of educational informatization evaluation. In the quantitative analysis hands, following the qualitative analysis, the thesis improved and expanded the classical theory of gray system, drawn out the method of educational informatization comprehensive evaluation based on Gray interval system theory.The results of this study are:Firstly, this thesis analyzed China's educational informatization features and the actual situation, based on the search for a large number of documents, studied and summarized scholars' works at home and abroad, put out practical system of evaluation criteria for China. Secondly, base on the full use of the experts' experience and wisdom and the information existed in actual data, this thesis prefer to the concepts of subjective and objective coefficient, explored a new approach to determine the weights with the combing of hierarchy analysis and Gray interval entropy method, it made weight indicators distribution more rational and sound. Thirdly, based on the analysis of informatization evaluation method home and abroad, and the the current commonly used method of comprehensive evaluation, give to the informatization characteristics and information feature of "gray", this thesis improved and expanded the classical theory of gray system, established educational informatization comprehensive evaluation model based on Gray interval system theory, and the evaluation model itself is more scientific, objective, reasonable, and is more adapt to the actual situation.
