The education voucher is one form of the educational resource allocation. It emphasizes the government's responsibility in the education process of common people. The earlier theory of educational voucher believes that the scope of the voucher is the compulsory educational period. With the development of economy and society, it is widely realized that the government's responsibility is not only restricted in the period of compulsory education. The government bears duties and responsibilities to guarantee the common people, especially the vulnerable groups, have the right to receive education. Meanwhile, it is found that the advantage of education voucher theory can be greatly manifested in the post compulsory-education period.The combination of community education and education voucher belongs to a brand new research field, therefore, the first part of the thesis focuses on the definition of some important concepts, such as community, community education, education voucher. The theoretical basis and the internal logical relationship between the theory and practice are analyzed theoretically. The education voucher theory proposed by Henry Levin reveals the feasibility of adopting education voucher in the post-compulsory-educational period, while the theory of public product demonstrates the necessity of the existence of the community educational voucher. The second part of the thesis, based on the current situation of the development of the community education in China, focuses on analyzing the necessity of the implement of community educational voucher and its significance for the improvement of community education and the development of the society. Meanwhile, it is also illustrated that the stable development of the community education and the marketization of educational services make it possible and feasible for the education voucher to function well.The practice of the community educational voucher in Shangcheng District of Hangzhou is the most outstanding one in China, so the third part of the thesis introduces its practical pattern and situation of the implement of the voucher. The basis and characteristics of the implement of the education voucher in the district, as well as its beneficial experiences are analyzed and concluded. And also, other related questions are put forward and discussed, such as the particularity of the development pattern.Based on the practical and theoretical analysis, the author points out that the community education voucher should be spread in phrases, and put forward some preliminary suggestions on some significant topics, such as the government functions, right of choice, resource allocation, fund diversification and marketizatin.
