"Education first, Moral education ahead," as an important aspect of Higher Education,it has an irreplaceable special status and role. Because of the influence of economic globalization and cultural diversity, the traditional concept of university students faces unprecedented challenges, the effectiveness of moral education has also been weakened. Mainly in some college students, their moral cognitive and moral behavior are unagreeable, which reflects the actual ineffective of current moral education from the side. How to re-examine this issue from a new theoretical perspective, how to play the greatest role with all the affecting elements of moral education, is the key of effectively enhancing the effectiveness of moral education.With the rapid development of communication technology, education communication theory has matured, making the theoretical thinking of Educational Communication, the variety of innovative methods, the techniques as the starting point of enhancing effectiveness of moral education, from the root of the problem back, helping the college students to solve problems, establish the correct values, is a new management methods and an important way. This paper reviews the past moral education effectiveness research and dissemination of the education theory, mainly using questionnaires and document analysis, from the students view on the status of moral education, moral education and university students dimension, moral ways and means of dimensions, moral education and moral content of the media environment in five aspects, specific analysis and described the status of moral education in Henan Province, the mainly existing problems, and summarizes the main existing problem: Focus on one-way dissemination of moral propaganda work, the lack of interaction with students; lack of moral education authority, the use of information technology level is not high; Students widespread compliance mentality, lack of assertive; Traditional moral media applications in general, and the current network lack of media use; Moral large and empty the contents of the abstract, students difficult to understand; moral transmission, mostly scripted, the lack of practice. Specifically attributed to:(一)The single moral transmission mode, neglecting the individual differences of students; (二) Dissemination of the main body of their own moral quality is not high; (三) Moral media did not get a reasonable application; (四) The contents of moral education is out of date, did not meet the cognitive experience; (五) Moral of transmission is simple, even too rigid.On the findings for moral education and attribution analysis for basis ,from the perspective of education communication, proposes the attempts strategy to enhance the effectiveness of moral education.(一) Improving the transmission quality of moral education is the key. First. (二)Stressing the research of the educated is the fundamental to improve their communication effectiveness of moral education; (三) Strengthening the transmission moral media and the environment construction is indemnification; (四) Innovating the moral education content and meeting the needs of students is a prerequisite; (五) Reasonably using the educational communication skills, developing moral means of communication is the key.
