Since the State Council of PRC has put the policy"Decisions on the Basic Education and Development by State Department"into the practice in May of 2001, Ministryof Education, National Development and Reform Committee and Ministry of Finance begun to work together to improve the quality of the schools in the rural area which deliver the compulsory education in China. The policy (2001) makes it clear that it is necessary to found the boarding schools based on the situation of different places. In addition, as the Chinese authorities has jointly issued"Western rural boarding school construction scheme"in 2004, boarding primary schools have been popularized in western rural areas. This can be supported by the statics of the Ministry of Education. As cited in Baidu (2009), Chinese government has invested ten billion Yuan into the project. One consequence of this is that 7651 schools have been established, which may benefits more than two million of students. In recent years, on one hand, the development process of rural boarding school in the internal management accumulated more successful experiences and achievements. On the other hand, problems may also bring challenges for the project, which requires a further research.This essay aims to contribute to the research on the situation of management of boarding primary schools in rural area from the inter problem aspect. In this context, the essay is mainly based on the literature review and the relevant analysis. Methods are used cross the different fields, such as: management, economics and education economics. As the essay may focus on the characteristics and the meaning of existence in the first place, the investigation of the present situation of rural boarding primary school is needed to analysis the potential problems of the management. Besides, this essay will give the argument of the possible suggestions which may bring the opportunities to make the boarding primary school to give its full play.This essay consists of four parts:First, it is necessary to have a look at the definition and the characteristics of the boarding primary schools. Besides, the analysis of the background of the boarding primary school may help to establish the theory on which the argument of the existence can be based.Second, the data can be collected by the investigation in the boarding primary schools, in terms of self-designed questionnaire and interview outline, can be helpful to obtain a deeper understanding of the local situation. There are some achievements and experience in this field, which are infrastructure centralization, the teacher management standardization, the classroom discipline, diversification of extracurricular activities and students' quality. In addition, the internal management of rural boarding school problems can be analysed from different aspects. They are the infrastructure, logistics, teaching management, teaching and extracurricular activities.Third, this part is mainly focus on the possible solutions of the problems which have been shown in the second part. Not taking everything into the consideration, there are some factors which can have an impact on the management of the boarding primary schools. Based on the analysis of the causes of the inter problems, the funding channels, the management idea, management level, the values can be the key aspects of the management of the boarding primary schools.Forth, with the guidance of the scientific development concept, this essay aims to explore the creative use of new management concept and education concept to improve China's rural boarding school internal management. Besides, this essay will talk about the potential solutions from different ways. First, release the internal pressure of infrastructure. Second, with guidance of the total the quality management concept, enhance the quality of the school rear service. Third, put the theory of goal use management into practice to strengthen the construction of teachers' team. Forth, take of the modern teaching concepts, teaching methods and teaching equipment to improve the classroom teaching management and extra-curricular activities management.
