Globalization, considered by many to be the inevitable wave of the future, deepens the internationlization of higher education. Transnational higher education is becoming an inevitable trendy all over the world and its typical appearance in China is Chinese-Foreign Cooperation in Running Schools (CFCRS). CFCRS plays an important role in training shortly supplied inter-disciplinary talents, introducing the advanced education ideas and pushing the education reforms and it is regarded as the indenspensabale part of Chinese education. Although the education authority issues a series of policies and regulations to ensure the well development of CFCRS, there are still some existing problems influencing its quality and development. It is strongly demanded for effectives handles with the problems.This study ,begining with its appearance and development of CFCRS,expatiates on the context of globalization,motivations and development phrases of CFCRS,comprehensively analyzes the current situations and problems of CFCRS in Shandong tertiary education and takes on a general comparision of transnational higer education of 4 different countries who are doing well in the fields in order to draw on the successful experience from the 4 countries and inspire us to have the proper methods to solve the problems. Thus, it values both in theoretical and practical sense.
