One of the most important reasons for the undevolopment of the rural areas is the poor situation of local basic education.lt is said that"education plans, teacher-centered"., therefore, for the development of rural basic education,it is first to strengthen the construction of teachers' team, improve teachers' quality, establish a sufficient number of reasonable structure, high level of teachers team.lt not only has the development mean to develope rural education,but also to improve the rural population's quality, and promote socialist new rural construction.Hebei is a major farming province. the total population has up to70 millions by 2009, and about 58 percent of the population are living in the rural areas, which means that most of the primary and secondary school teachers are working and living in the countryside. XinLe is under the jurisdiction of Shijiazhuang, the capical of Hebei, due to its special geographical environment and economic development, the existing problems of rural primary school teachers both have the common problems that existed in Hebei,and have their own particularity. This paper adopts literature method, interview and questionnaire. Based on the analyses of the current situation of the elementary school teachers in 8 towns, three townships and 160 natural villages of Xinle,the author tries to reveal the problems existing in the construction team, such as age and title structure unreasonable, teachers facing heavy pressure, low salary and so on,then analyzes the problems and put forward countermeasures to last.The text is divided into four parts:part one is introduction which includes the reasons for choosing this theme and significance of the research, the analysis of relevant documents, the definition of related concepts and introduction of methods applied; part two is about the analysis of current situation of teaching staff in the primary schools in Xinle. Through the questionnaire and interviews survey,we get a clear picture of current situation of teaching staff in rural areas in the phase of primary education, including the age structure, the sex structure, the professional titles structure,subject structure,teachers' political quality, professional quality, physical, social status and economic benefits etc. Part three states the major problems of teaching staff in Xinle. They are:teachers structural contradiction, comprehensive quality is not high, low level of professional development, rural teachers' rights and interests protection is not perfect, etc.Part four puts forwards the coping strategy and suggestions on how to enhance the construction of teaching staff inXinle in the phase of elementary education:constantly regulating personnel management, optimzing the structure of the teaching profession; Strengthening rural teachers training, improving teachers' quality;Strengthening ethics education, improving the rural teachers' professional ethics; increasing education investment, raising teachers' salary.
