High level teaching staff is the core elements of educational resources, and the key of education development. Now, China's fundamental education is carrying on an unprecedented reform, primary and middle school are the main power in pushing this reform forward and putting our quality education into effect. The quantity and quality of backbone teachers represent the whole level of fundamental teachers of a region, and determine its quality of fundamental education to a certain extent. As an important component of teacher education, the primary and middle school backbone teachers training is an effective way to improve teachers'quality and the important guarantee to promote teachers'professional development. Choosing the primary and middle school backbone teachers training of Hebei Province from 2005 to 2007 as case study, the paper researched on the theory and practice of primary and middle school backbone teachers training. Through investigating the present status and the problems of Hebei Province primary and middle school backbone teachers training, the paper puts forward some countermeasures to improve training quality, while providing decision-making basis for education departments, and instructing the primary and middle school backbone teachers training of Hebei Province practice efficiently. The paper consists of four parts:The first part as an introduction, principally states the background, significance, methods, the research achievement of the topic, and define the concept about backbone teacher and backbone teachers training.The second part focuses on the theoretical foundation of backbone teachers training. Firstly, according to the lifelong education theory, this paper puts forth its effects on the primary and middle school backbone teachers training, on the basis of illustrating the connotation, origin and development of lifelong education. Then, it got enlightened on the theories of the professional development stage of teachers on the primary and middle school backbone teachers training, through the analysis of the professional development stage of teachers domestically and abroad. Finally, in term of the human capital theory, the article studies the primary and middle school backbone teachers training from the perspective of educational economics.The third part is the survey of the primary and middle school backbone teachers training practice in Hebei Province. It investigates the participants from 2005-2007, including the structure, work of backbone teachers, training status and training needs by means of the questionnaire, then, it also surveys the instruction and the participants'performance after training. Through investigation, it finds that there are some problems exist, such as the training content focuses on theory, the mode lack of interaction, as well as a lack of effective tracing direction and administration. At the same time, the low level quality and great individual difference of backbone teachers increase the difficulty of training.The fourth part puts forward countermeasures for the primary and middle school backbone teachers training of Hebei Province. Under the curriculum reform of basic education, the primary and middle school backbone teachers training of Hebei Province should adapt actively to the basic education curriculum reform and improve the training quality by renovating training concept, choosing training content carefully, using diverse teaching form, establishing developmental multi-evaluation system, strengthening the tracing direction, and setting up a complete operation mechanism of training.
