To master a foreign language is a basic requirement to the citizens of the 21st century. English is the first choice for Non-English-speaking countries. It is a world trends to run English courses in primary schools. In 2001, the Ministry of Education formulated"the guidelines on actively promoting English language courses in primary schools"which points out that all of the primary schools in cities and counties set up English language courses in the fall of 2001 and the primary schools in the villages and towns in the fall of 2002. Great achievements have made, but permeating English in primary schools in the whole country is facing a variety of difficulties.Based on the development of the students, the paper aims to understand the implementation of English education in primary schools in county level by survey method, to analyze the difficulties and the reasons in terms of theory and make practical recommendations based on the actual county.The paper consists of five parts. Part one is foreword, including problem posing, aim of the study, selection of the study objects and the methods of the study. Part two is theoretical basis on English education in primary schools, which includs the the law of the study of languages and the influencing factors of English education in primary schools. Part three is the current situation and the difficulties of English education in primary schools in county D. The English education in primary schools is on the non-balanced development and low quality in county D in a macro view; in microcosmic, non-professional teachers with workload impact English education quality, the hours the students spend in learning English are set unreasonably and standard English input is deficiency. Part four are the reasons why the prolems exist in English education in primary schools in county D. The important one is the misunderstanding to English education in primary schools; the others are non-balanced configuration of resource, the difficulties to supply new professional english teachers for primary schools and the shortage of tutorship outside schools. Part five is the advices to improve the English education in primary school in county level, professional English staffs should be proceed gradually, the English acquisition environment should be created in primary schools, and evaluation methods must to be reformed, and so on.
