University is one of the most important components of national innovation system and it acts as a supporting pillar with functions of personnel training, spreading knowledge, scientific research and technological innovation. Nowadays scientific and technological innovation competes more and more fiercely. With demographic dividend fading away, people in China pay more and more attention on education. So it is of high theoretical and practical significance to appraise properly the scientific and technological innovation efficiency of a university so as to guide the effective allocation of S&T resources. Shandong Province has a large population and a large scale of education, so it is very important to evaluate its universities. This thesis investigates the efficiency characters of universities in Shandong Province amongst all the universities of the whole country because the DMU of this thesis is each university.This thesis classifies all the universities into two groups:211 Province & Ministry Co-building Universities and Other Undergraduate Colleges; and then analyzes them respectively. The empirical methods adopted include Basic DEA Method, Three-stage DEA Method and Malmquist DEA Method, combining static analysis and dynamic analysis so as to have a comprehensive evaluation. The empirical results are direct for each university so the directing significance is more notable.Chapter 1 introduces the background and significance of the research and then summarizes relative literature home and abroad. Chapter 2 overviews the common methods used for efficiency evaluation. Chapter 3 is analysis of the current status of S&T innovation in universities of Shandong Province. Chapter 4 is empirical study based on Basic DEA Method for the two groups of universities respectively. Chapter 5 is empirical study based on Three-stage DEA Method for the group of Other Undergraduate Colleges. Chapter 6 is empirical study based on Malmquist DEA Method for the two groups together and this is dynamic analysis. Chapter 7 is the main conclusion of this thesis and policy suggestions.The results of this paper show that the 211 Province & Ministry Co-building Universities perform more effectively than Other Undergraduate Colleges and the 211 Province & Ministry Co-building Universities in Shandong Province differ from each other remarkably in respect of efficiency. As to Other Undergraduate Colleges, universities of Shandong Province have a high PTE score and a low SE score relative to the average of the whole country. During 2011-2013, universities of Shandong Province have a negative technical change and a positive technical efficiency change.
