As part of the curriculum reform of basic education in China, the physical education and health curriculum reform has been conducted according to the New Standard for Physical Education (and Health Curriculum).Physical education teaching should be in accordance with the new standard,which is considered yardstick of the quality of curriculum in basic education, setting the characteristics, objectives, content standard and evaluation of the basic education curriculum.The teaching objectives of physical education and health curriculum, among which motor participation and learning objectives are indispensable, revolve around four learning domains that include motor participation, physical health,motor skills, mental health and social adaptation. Physical education learning evaluation serves as a major means to promote the accomplishment of learning objectives. In the same line, the learning evaluation of motor participation is viewed as an important way to realize the learning objective.Evaluation has become one of the most important parts in physical education curriculum reform.Gaps between theory and practice have long been existed.Theoretical studies have paid little attention to the practice, whereas practical studies preferred empiricism.In terms of the implementation of learning evaluation of motor participation in physical education domain,P.E. teachers'comprehension of the new standard is promptly required so as to accordingly conduct learning evaluation of motor participation and realize the transference of idealistic motor participation to realistic motor participation.The new standard only gives guidance to P.E. teachers concerning content standard and suggestion as well as key points and methods of evaluation.As a result, we need to determine what to evaluate in the first place and establish a new standard-based, scientific evaluation standard system to bridge the gap between theory and practice.Therefore, the research on the basis of theoretical study, questionnaire survey, Delphi method and analytic hierarchy process (ahp) method, etc. This study attempted to make clear what and how to evaluate in P.E. teaching practice.Through comprehensive survey, this study set up the evaluation standard system for motor participation, designed evaluation program for motor participation and clarified the evaluation content and its operation. The result could serve as reference for P.E. teachers and connect the theory and practice as well as pave way for realizing the ideology of the new curriculum reform. The main conclusions of the study are as follows:1,Physical education (and health) levels in four movement situation investigation shows, in practice, the movement of the content involved in learning evaluation of existing problems.Through investigation and research of two experts constructed four movement to participate in the study of the level of the index system and operating instructions. Use of a hierarchical analysis software, the weighted index layer. Thus, This research basically solved the problem of "what" rating.2,Preliminary design for sports participation units, the learning evaluation index of concrete application, design process of evaluation scheme, and puts forward practical operation of three steps. According to different stages from",selecting the appropriate evaluation index","according to the different needs, build concrete index system","evaluation method for sports participation unit of learning evaluation".Thus, this research presents how to design scheme of the learning evaluation of unit.3,Investigation shows, in teaching the lack of scientific and reasonable evaluation system. Evaluation scheme in the specific design process, constructs the evaluation index, the standard unit of learning, and formulated a series of evaluation tools, grades, and the table evaluation method system.So, To solve the "system construction method to review" problem,the design scheme for evaluation content designed to the corresponding evaluation system.
