In the information and technology environment, the government and education administrative departments have devoted a lot of financial, material and human resources, through developing a variety of information platforms, carrying out school-based study and training, to promote teachers'professional development. But in recent years, some problems appear during the development of educational technology, such as educational technology in all schools is not balanced, the gaps between schools, especially the gaps between urban and rural areas are gradually widening. Therefore, to meet the current theme of educational information and balanced development of education, it is a necessary study to build an effective web-based inter-school advanced study and training mode, which must take full advantage of gaps between schools, let better schools in teachers'professional development lead the way of other schools'development, and ultimately promote the balanced development of regional education.This study, using the gaps of teachers'professional development between schools, builds a "lead+ participate" inter-school advanced study and training mode, and also draws a flowchart of the pratical application, and then carrys out an empirical research. The essay is divided into five chapters as follows:chapter 1 introduces the research background, related concepts, research objectives and research methods; chapter 2 reviews literature, respectively from the view of balanced education development, teachers'professional development and school-based advanced study and training, to find theoretical basis for the "lead+ participate" inter-school advanced study and training mode; then chapter 3 builds up a web-based "lead+ participate" inter-school advanced study and training mode, draws a flowchart of the pratical application, and analyses related concepts and key steps in detail; chapter 4 carrys out an empirical study of the "lead+ participate" inter-school advanced study and training mode, basing on "The Pudong New Area, year 2008, education information construction pilot and experimental school" project. This study selects the typical experimental schools-Sunqiao primary school and leded schools as a case; chapter 5 summarizes the final conclusions, points out the innovation of this study, and puts forward for further research.To sum up, in accordance with the circular research route that "theoretical thinking-practical studies-theoretical studies-theoretical innovation-practical examination-theoretical summary", taking specific practical projects as the basis, from both theoretical and practical view, this study verifys the "lead+participate" inter-school advanced study and training mode is necessary, feasible and effective, which will significantly promote the regional teachers'professional development, and promote the balanced development of regional education.
