As the times progress and society advances, the management system of institutions of higher education has been reforming continuously. The current college internal authority mode is no longer able to adapt to the progressing and reforming requirement of colleges. We should rationalize the internal authority relations, balance the internal authority system, and we should highlight that colleges develop in a scholar-first mode, make multi-side interactive participation and govern the college together, so that colleges in our country could develop in a better way.This thesis starts from researching the internal authority environment, uses document analysis and comparative study, and uses governance theory to support its further research. Its major character is it highlights the advantages of multi-side participation, makes all the authority side individuals that should play roles in the governing process and participate in college affairs management, so that the public interest can realize.This thesis takes college development as a breakthrough point, analyzes the current college authority situation and the situation that scholars taking part in college management, elaborate the historical reasons of China's college internal authority allocations. By detailed analysis, building college "authority interaction" mode has been laid a foundation. This kind of interactive mode is aimed at building the authority system and operational mechanism for colleges which adapt to the development of the era, and by building a scholar authority first authority mechanism, a brand new multi-side managing college mode based on cooperation. During this discussion stage, the governance theory goes through from the beginning to the end. At the end of the thesis, it was discussed of the values and problems might be met in building this interactive mode.The building of this interactive mode could emancipate colleges more, regulate the administrative procedure, strengthen the service awareness of executive staffs in colleges and highlight the scholar environment in the campus, which is greatly meaningful for building a harmonious campus and a harmonious society.
