But for the moment, the period for college graduates entering the job market regularly and orderly hasn't come. Because the extent of college student employment marketization is not high and the market is not perfect, market-oriented cannot solve the problem of huge number of college graduates employment. At the moment, university students' employment problem embodied in the followings: the number of college graduates is huge, which causes unbalanced supply and demand; College students' employment structural imbalances, regional imbalance, specialty structure imbalance. Imbalanced hierarchy and employment market imperfection led to "market failure" phenomenon. Beyond the control of the current market situation, the most effective way for the government to solve the problem is to improve functions and play a role in the employment process.So far in the research fields, the relevant documents for the government in the employment of the government function, both at home and abroad, are fairly few, mostly in promoting college students' employment policy and regulations of government function.
