As higher education of our country is globalized with the rapid economic development of the nation, the competition amongst colleges and universities appears increasingly fierce. The improvement of teaching quality crucially represents the development of colleges and universities. Fine teaching quality makes the base premise of development. Moreover, it is the very element used to vie with each other for colleges and universities and guarantee the cause of national education modernization. In this situation, teachers, being of vital importance to colleges, its qualification improvement. In this situation, the improvement of teachers'quality will be of vital importance to colleges. To establish a just and reasonable Teacher Evaluation System is therefore of great significance.Based on discussion and combination of precedent research results of the two types of teacher evaluation systems, Reward-Penalty assessment system and Progressive assessment system, the newly established evaluation system, which is supposed to be better suitable, has taken advantages extracted from both. The index scheme of teacher evaluation system is generalized from exploration on that of schools with current usage of such systems. Necessary modifications are made and index pattern of teacher evaluation system with better efficiency is then contrived.The approach includes 3 classical methods:Hierarchy Analysis, Rough Set, Variable Weights Theory to quantify weight of estimate indexes. Initially, subjective index weight is derived by using improved Hierarchy Analysis, and then objective index weight by Rough Set. The synthetic index weight model is generated by integrating the two, taking the practicality of the weight into consideration by means of vague mathematics and Variable Weights Theory. The finally established evaluation model is so called Fuzzy Hierarchy Relational Estimate Model. When applied into practical project of teaching quality estimation in high school, this new model shows its virtue of simplicity, acceptability, and it's easy to handle its application on larger scale.Instance gives the conclusion that the teacher evaluation system, generated and applied here being a good integration of systems of Reward-Penalty and Progressive, is a rational and advanced system. This model creates an association of subjective and objective perceptions, extracts advantages from both and then proves practicability. The estimate system and model can be a reference for teacher qualification assessment in colleges and universities.
