This paper uses specific methods of the new institutional economics, as well as general methods such as the literature material method, empirical research, comparative research, historical research to make a comprehensive analysis on our country football supervision system. On this basis, the main defects in the system are summarized, and then countermeasures to improve are put forward. This paper is divided into six parts:The part of introduction portrays the origin of the problem, the academic research status, the research background, research objects and research methods.The first chapter is the new institutional economics theory about supervision of the project. The main points of new institutional economics in this respect include:government regulation may be necessary, but its limitations are very outstanding too. Therefore, we need to establish the border of government supervision. It also illustrates the importance of self-regulation.The second chapter is the study of the theory of the supervision of football. Firstly, it defines the concept of football supervision. Football supervision is definedas a specific subjectuses legal, economic and administrative means to regulate the professional football market and the behavior of all kinds of people. Secondly, it introduces the development trend of football supervision is to relax or even cancel the government supervision to the economic social affairs and to promote the self-management.The third chapter is the present situation analysis of China football supervision system. At first, it defines the football product’s nature as personal items mainly. Secondly, it analyzes the market failure of Chinese football, which are monopoly, negative externalities and information asymmetry. In addition, it combed the main contentof the China football government regulation system, including supervision organization system and regulatory tools two aspects.On the basis of the third chapter, the fourth chapter further analyzes the features and problems of Chinese football supervision system. This mainly includes three aspects:one is from the historical perspective, the historical process of Chinese football regulation belongs to the mandatory change, which causedthe problem of path dependence? two is from the perspective of property, the characteristics of Chinese football industry is the fuzzy of property, which causes the rent-seeking phenomenon of Chinese football supervision system; three is from the system equilibrium point of view, Chinese football system supply falls behind the demand of institution.The fifth chapter is the study ofcountermeasures on improving the existing regulatory system, which is divided into two parts. One is conception the discussion of the target model for the reform of the system. Two is the key points for the reform of the system. The target model of football supervision system can be divided into control model, free model and power model three. Right model is more feasible at present improvement direction. The key points of the existing system reform include:one is to advance the definition of property through the reform of supervision, two is to promote the separation of supervision and management and to advance the profession autonomy, and three is to promote the self-improveof government supervision.The main innovation of this paper is twofold:first, to explore the football regulatory issues from new institutional economics perspective. By using change analysis, property analysis, equilibrium analysis tools, it deepens the cognition to the football supervision system; secondly, to put forward to economic countermeasures of China Football supervision system, including the analysis of target mode and the argument of the key points of system reform.
