Along with economic globalization, the rapid development of international education trend, which beginning from the 80s 20th century, our country begin to change our higher education from "elite education" phase across the "popular education" stage since 1999, that not only greatly accelerated the pace of development of higher education, but also changed our higher education market gradually from a seller's to buyer's market. University must be involved in intense competition for the enrollment market, the job market, the social services market and the educational resources market. With the development of the era, the competition among universities is inevitable, and more competitive.Since 1999, to comply with the development trend of China's higher education from "elite education" phase across the "popular education" phase, china has built a number of general colleges. As these new general colleges were built many sports departments, so make dramatic increase in the number of the high sports institute. However, between departments and institutes in personnel training and scientific research is too homogeneous, heterogeneous weak, which lead to Department of Physical Education institutions virtually bound to exist the more intense competition. As the number of the high sports institute in the growing and school size in the expanding, that is bound to require the high sports institute to actively think about the characteristics according to their own ability to enhance their competitiveness, in particular, to seek what is their sustainable competitive advantage of core competence. So select the core competence of departments and institutes of research in this subject not only of theoretical significance but also practical significance.This paper using documentary analysis, questionnaire method, expert interviews, mathematical statistics method, logical analysis, from the theory of University core competence, combining the development characteristics of sport departments and institutes analyzes the deposits and features of the core competitiveness of the high sports institute. Based on this work, this paper analyzes the hierarchy of the core competitiveness of the high sports institute, and through questionnaires analyzes the impact of factors of the high sports institute. Finally put forward countermeasures.The core competence of the high sports institute is a capacity to better serve the community and sports development, which needs to integrate internal and external resources in the process of the high sports institute. This capacity is able to support the high sports unique to the sustainability of the competitive advantage of resources, and this capacity is the high sports institute of the physical feature of the high sports institute. Sports is the characteristics of core competence of the high sports institute and essential attributes of the high sports institute and the core competence should be built to meet the demand for development of sports science and sports undertakings in the demand for development and social development of sports meet the demand for the high sports institute, the core competence of the value of superiority and heterogeneity, extent, consolidation and dynamic characteristics to their physical properties and guidance based.The factors influencing the core competence of the Shandong high sports institute is divided into three factors that is resource ability factor, the integration capabilities factor and operational capacity factor. resource ability factor include students job factors and factors for development funding, enrollment ability factors and professional knowledge skills and resources and institutional conditions factors and factors to integrate local capacity factors; integration capabilities factors include teachers to integrate the construction of factors, subject to the development of factors, scientific research and teaching ability of the factors and factors and factors force of the leading factor; operational capacity of the strategic location factors and factors included schooling in characteristics of factors, learn the strength factor, the core values factor.
