The Research On Coordination Between Area-talent Sustentation And Scientific Development System

The key to realize the regional economy and society's scientific development depends on the regional human resource's reasonable development and the use, in order to satisfy the regional economy-society development's the talented demand. At the end of 2003,our country government convened the talent's conference for the first time ,which proposed policy about the human-resource development and the economic society science coordinated development, from the macroscopic facet conducts the systematic research to the human resource's development and management, this is an urgent matter. This article unifies the regional human resource's development includes in the talent-sustentation system, from talent sustentation to study the regional economy and society science development's the talent question, by the system's engineering theory and method,combining the talent theory, the development theory and the synergic theory, related theories and methods of coordination research between talent sustentation and economic society science coordinated development are reviewed and innovated to some extent,and a research system including bascic concepts,theories and key techniques for problem-solving is put forward.The main research work as follows.(1) The overseas and domestic background for China's talent resources development is expounded;it pointed out talent sustentation and science development to the regional development's necessity and meaning.According to the domestic and foreign research about talent and talent sustentation, then elaborated the article's research direction and the basic mentality. Take the coordinated development theory, the economic theory, the management theory and the complex theory,has analyzed the human resources and the economic development relevance,the complexity, the correlation mechanism.(2)The talent theory, the development theory,the system theory and the synergic theory,are the basic theory of regional talent sustentation system, concluding the research basis,and lays the rationale for the following research.(3)It constructed the talent-sustentation and science-development complex system,cited the modle of coordination degree, explained the talent-sustentation and science-development complex system and coordinative system analysis contained the basic question,the connection mechanism.(4)According to complx system's the modle of coordination degree and the index system, it has conducted the research and the appraisal on the Shanxi talent-sustentation and science-development complex system's coordination, calculated three system's coordination degree, supports the system and the Shanxi scientific progress coordination to the talented person carries on the appraisal.(5)In order to realize the Shanxi talent-sustentation and science-development system's coordinated development,the article proposed the ountermeasure and the measure,the technologic talent sustentation,the institutional talent sustentation and the policy's talent sustentation, three aspects to construct the talent-sustentation system.In a word,this article constructs the regional talent-sustentation and science-development system's theory and method frame, it helped us hold the talent sustentation and scientific development's inherent rules. And proved take Shanxi as the example empirical study result that this theory's feasibility, supports the system construction regarding the region talented person to have the vital practical significance.
