With the advent of the era of knowledge economy, the progress of science and technology has begun to play an increasingly significant role in promoting regional economic development. Scientific and Technological talents, as the main force to promote the progress of science and technology, can enhance the capacity of regional scientific and technological innovation, play a leading role in the changing the mode of regional economic development and in the upgrading of industrial structure, and promote the coordinated development of interregional economic in the process of regional economic development. It also can be said that, scientific and technological talents has become an important force to promote regional economic development. Chinese government proposed a regional development strategy in2009-the rise of central region of China, which has pointed out a new direction for economic development and structural adjustment of the central region, as well as put forward new requirements for the team construction of scientific and technical talents in the region:to expand the talent scale, optimizing the talent structure, improve the quality of talents for meeting the needs of economic transformation and development of provinces and cities in the central region. Therefore, the planning of scientific and technological talents development should takes precedence over the economic development strategic planning, which can make scientific and technological talents to play an important role in promoting the rise of the central region economic development.The regional scientific and technological talent pool is a forward-looking, persistent, long-term, dynamic regional scientific and technological talent development planning. Regional scientific and technological talent pool is based on the goal of regional economic development and structural adjustment, within the regional institutional environment, technological environment, cultural environment, economic environment and geographical background, to analysis the current situation of scientific and technological talent in the region, to forecast the size, structure and quality of scientific and technological talent to meet the needs of region’s future economic development and industrial structure adjustment, to integrate all the favorable macro-and micro-environmental resources to cultivate and create the environment that has a positive role on the mobility, aggregation and reserves of scientific and technological talents, in order to attract, retain, reserve and make good use of various scientific and technological talent needed in the region, to make the region obtain the talent competitive advantages, and to develop a scientific and technological talent team which have a huge capacity of research and innovation. Only in this way can promote technological innovation and progress, and achieve faster and better development of regional economy.In the perspective of system theory, this article firstly collates and analyzes the existing research on talent mobility, talent aggregation, talent reserves, and the inherent relationship between them. Then, with system theory, human capital theory, new economic growth theory, sustainable development theory, and organizational boundary theory, the article elaborates the systemic features of regional scientific and technological talent pool, including to define the definition, composition and objectives of regional scientific and technological talent reserve system, to analyze the composition and the action mechanism of three subsystems-regulation-control subsystem, forecast subsystem and environmental subsystem, and to describe and explore the whole function mechanism of regional scientific and technological talent reserve System and the relationship with the environment. Then combined with the background of the rise of central region, it conducts the analysis of the current situation and the existing problems of scientific and technological talents supply in the central region and regional scientific and technological talent reserve system, and explores the reasons. Finally, in accordance with the guidance of the theory of regional scientific and technological talent pool, this article builds the central regional scientific and technological talent pool model, consisting of talent supply and demand forecasting and planning, talent attraction, talent assessment, talent allocation, and talent exit mechanism, then gives the related policies and suggestions about operating the central regional scientific and technological talent pool model.The innovation of this paper is embodied in:(ⅰ) it has some innovative points to make the central region as a whole object carry out the study of scientific and technological talent management, breaking through the limitations of only researching certain administrative region as the research object in the past.(ⅱ) Based on system theory to study regional scientific and technological talent pool, this article analyzes the interaction among talent mobility, talent aggregation, talent reserves, and the elements of the external environment. It plays an important role in guiding the perspective of expanding scientific and technological talent management theory research.(ⅲ) From the environmental interaction perspective to study the impact of the bidirectional interactive effect between enterprise and city on the reserve system of scientific and technological talent in the target region, this article guides a analysis of the interaction between S&T talent and regional macro-µ-environment in the perspective of interaction and complementarity, with some pioneering.
