The Research On Lack And Development Of Talent Resources In China's West Region Government

"National long-term talent development program (2010-2020)"and the"12th five-year plan"about proposed draft for national economy and social development of China have taken talent resources development and utilization as a national strategic task, talent resources have gradually become the primary resource for regional economic and social development. In the context of the unbalanced development between the east and the west in china, the basic method of enhancing the speed of the western economic and social development, narrowing regional development gap is to accelerate development of talent resources. Under the influence of the new public theory and public service-oriented government, the necessity and importance of talent resources development become more prominent. Therefore, how to effectively develop talent resources in government becomes the core of our government building.At present, there are both opportunities and challenges on talent resources development in China's west region government. Lack of talent is the common problem faced by the western region, the research on talent lack and development in west region government is of important theoretical and practical significance. This paper by using the methods of the empirical and normative, the static and dynamic, the qualitative and quantitative, deeply analyzes the situation and the characteristics of talent lack and development in west region government, and discusses the proposals for the actual situation, trying to provide certain practical operation.This paper firstly outlines the background and significance of research, the research methods as well as the key points and the difficulties. Secondly, it defines the related concepts such as the talent and talent resources, talents resources of government and west region, and from the point of view of several theories including the talent development and management theory, new public sector management theory and government building, as well as the human capital theory and economic growth theory, it forms the literature material reference and review, and determine the theoretical study of the border. Then, the situation and characteristics of talent resources in west region government are described, and the reasons for the lack of talent resources are analyzed deeply. Finally, according to the present situation and the results of reason analysis, it provides the countermeasures on the talent resources development in west region government, and makes the summary and prospect for the talent resources development and utilization in west region government.
