In recent years, "Yangtze River Delta" has become one of the domestic and the world's most dynamic economic development zones; in particular, the development of tertiary industry in economic development occupies an important position. Meanwhile, the Yangtze River Delta is also the overall strength of China's higher education and one of the regions which have the highest concentration of colleges and universities. Since human resources cultivated by higher education increase substantially, they provide a strong impetus for the economic and social development of Yangtze River Delta. Rapid economic development also made a strong demand for higher education, upgrading of the industrial structure enhances regional education.In this paper, the development of higher education and tertiary industry in the Yangtze River Delta are analyzed. On this basis, it uses cointegration theory to study the relationship that exists between higher education and the development of the tertiary industry. The result of the study including:1. Cointegration relationship exists between the Value-added of the tertiary industry and the number of higher education students in Jiangsu, Zhejiang, and shanghai of Yangtze River Delta.2. In the two provinces and one municipality and the entire Yangtze River Delta region, the Value-added of the tertiary industry is Granger cause to the number of students in higher education. In Shanghai, the Value-added of the tertiary industry and the number of higher education students are Inter-Granger causality. In Jiangsu Province, Zhejiang Province and the whole Yangtze River Delta region the numbers of students in higher education are not Granger causes of their Value-added of the tertiary industry.3. Jiangsu Province, every change in the Value-added of tertiary industry increased by 1% will lead to changes in the number of students in higher education 0.679879% next year; Zhejiang Province, the Value-added of tertiary industry for every 1% change will lead to changes in the number of students in higher education 0.863421%; the entire Yangtze River Delta regional tertiary industry output value for every 1% change will lead to changes in the number of students in higher education 0.71538%.On this basis, the thesis analyzes the problems in the development of tertiary industry and higher education, and makes relevant recommendations.
