A new round of high school curriculum reform has brought opportunities for teachers at the same time, it also brings more challenges. The trend of integration of new high school curriculum needs teachers to work together with more people, in a larger space and in an equal manner. This requires teachers to learn co-operation, relying on the wisdom and strength of groups of teachers to discuss, research the problems in teaching and jointly seek ways and means to solve the problems. Teacher Professional Learning Community is based on professional development of teachers as a fundamental objective enclosing the learning needs of students and the practical difficulties and problems in teaching, so that teachers accept a common vision, and take the responsibility for group behavior, in equality, democracy, cooperation, cultural atmosphere of mutual trust, mutual support, shared leadership, shared experiences, collaborative learning and teaching organization. Thus, to build a strong teacher professional learning community in high school can make teachers obtain spiritual support and practical guidance, and ultimately realize the rapid development of professional high school teachers and senior secondary school quality improvement significantly. Therefore, from the ecological cooperation learning culture point of view, the author tries to reveal the problems and causes by investigating the present condition of the high school teacher professional development, explore practical strategies for high school teachers to build a high school teacher professional learning community on the basis of theoretical analysis, and hopes to provide help for high school teacher professional development.On the basis of interpreting the concept, this paper firstly investigates the present condition of high school teacher professional learning and professional development, and discovers the problems of high school teacher professional development. The main problems are deficiency of cooperative, culture, consciousness dim of collaborative teaching, formalization of teaching research and disjoint of teacher training and practice etc.Then this paper annlyzes the causes that bring about the problems which are in school management system, school ideology culture, teacher evaluation system, teachers'own literacy.Finally, this paper explores how to build a high school teacher professional learning community from the perspective of theory and practice respectively. On the one hand, there's a great need for theoretical guidance to build the high school teacher professional learning community, thus this paper mainly analyzes the learning environment of opening culture, learning organization, teacher specialization and "heteronomy" "self-discipline". On the other hand, the high school teacher professional learning community is gradually built in practice, so this paper tries to put forward to some practical strategies from five aspects:creating an environment of government supporting, community involvement, and school-oriented, building a common vision, developing team spirit, creating a co-culture to enhance awareness of cooperation, and perfecting the teacher evaluation mechanisms, and form the three-dimensional way of building from point, line, surface,to body, both the individual and the whole.
