Teacher professional learning community that originated from a teacher-education reform in 1980s, particularly active in America, is a learning organization which is composed of a group of volunteer, in which they are learning and communicating together, and which has the core spirit of sharing resource, technology, experience, value etc and collaboration, and which is building shared vision.Foreign scholars have conducted some deep researches on teacher professional learning community, while they are still lacking constructive system of basic principle. Teacher professional learning community has its concept that based on theory of community and learning community, and has its five characters that are supportive and shared leadership, team learning and practice, sharing value and vision, providing supporting conditions and sharing personal knowledge and experience. Every teacher professional learning community has five factors, such as collectivity, collaborative culture, reflecting-practicing circular learning, shared teacher-professional vision. Teacher professional learning community can advance teacher self-determination, and offer developing circumstance, and promote students progresses.Parallel to above mentioned, here in China we haven't mature theory system in this regard until in 1990s some relative conceptions appeared. However we can see, there exist traditional collaborative conditions and new curriculum reform in education field. This could accelerate teacher collaboration in school and promote collaborative culture. There are three administrative levels including four modes, such as collaboration between school inspectors and teachers (lesson-discussion mode), collaboration between university and school (subject-research mode), collaboration between teachers in the same school(based-school-research mode and prepared-for-lesson-together mode). These modes are rudiments of teacher professional learning community because of comparability. However, these are some emergency problems about teacher less self-confidence, less equity and less close or loose collaborative relations. So it is necessary that we optimize constructing process and build co-mode. Teachers can be concerned with the new curriculum reform through collaboration.In a word, it is valuable in teacher professional development though understand teacher professional learning community concept, construction, value and optimized.
