With the progress of human civilization and the development of world education, the deaf as a part of vulnerable groups in society are concerned more and more, and the deaf education is concerned more in these few years. The level of deaf education has been an important sign for measure the comprehensive strenth and the degree of civilization of a country and region, insides it will reflect the people-oriented spirit. So how to develop the deaf education has been a hotspot in education research.In 90s 20th century, the emergence of inclusive education give us more hope. Inclusive education originated in the reform of world special educaiton, and now it has been extended to the general education. Inclusive edution rised and developed in the trend of democratization of international education.One is the world educaton congress organized by UNESCO and other internatinal organizations hold in Jomtien, Thailand, and published《the World Declaration on Education》. The congress stressed that education is a basic human right; Must popularize genaral education and promote equallity in education ;Education is extremely important for personal development and social progress. The goal of national education is to meet the basic learning needs of all people.The other was"World conference on Special Needs Educaion"organized by UNESCO and other international organizations, held in Salamanca Spain. In this conference published《Declaration of Salamanca》.The general assembly re-emphasized that each person has the basic rights to accept general education; And each person have their own unique personality, interests, abilities and learning needs. School should meet the needs of all children and meet their sepcial education needs. Undoubtly,《Salamanca Statement and Framework》has promoted the process of inclusive education. There 92 governments participated in the Salamanca conference, and there were more government expressed the willingness to join in the framework. Before proposing the concept of inclusive edution, many government had conducted some education reform for those special needs groups. These reforms had the inclusive meaning, such as"integrated education"in UK,"return to mainstream education"in United States,"learning in regular class education"in China,"integrated education"in China Taiwan region, and"special needs education"in some other countries, and so on. All of these education reforms had made necessary foundation for the rise and development of inclusive education. With the concept understood and accepted in world wide, inclusive education has been a major research issue and as a new research field in 21st century international education field. Now inclusive eduction has been received and promoted widely in UK, United States, Australia, Spain, South Korea, China and many other countries.After Salamanca Conference, China government has planned to make 1.8 million educated opportunity for those disability children in ordinary schools, and to train one million teachers(UNESCO, 2000).As a part of special education pIn Shenyang City, we have been exploring the deaf education. Although there had some different level development in three deaf schools in Shenyang City, we have to admit that there are many problems to be resolved, such as the waste of resources, teacher lacking the professional, and the deaf children have been seriously out of the mainstream society, a number of marginal children can't enroll in school, students are obviously inadequate, the equipment is relatively obsolete, and so on. And now, the deaf education reform has been put on the agenda. Because of loving the deaf eduction for these years, the author has been teaching deaf students for over 8 years, and I always concerned the development of the school for deaf students. Basing on the serious analysis of the development strenth,the author proposed some constructive suggestion from the perspective of inclusive education for deaf eduction in Shenyang City, that to establish and to improve inclusive education system, to open parents schools, to set potential exploitation training and compenation training, and to improve comprehensive social security system for Shenyang deafs.
