| With the continuous improvement of socio-economic level, China's industries are gradually moving toward modernization and they are more scientific and humane. Along with the accelerated development of online education, the optimization of the college education structure has created certain conditions for the development of the college sports. The status of college sports has been gradually increased in the international sports activities, especially in the America-led Western developed countries and they have integrated the network teaching of physical education into the long-term planning and development of colleges and universities. Sports, as an important component of education, also participate in the "tide" of network teaching platform. The physical education, a subject whose teaching basis is people's skill and techniques, should make reasonable usage of the network teaching platform established by computer systems, which is a reflection of student's independent learning of sports.Through the usage of the studying methods such as literature review, expert interviews, questionnaire, experiment, mathematical statistics and logical analysis, the author of this paper first explores the physical education curriculum design theory and method in the online-learning environment. Then through constantly enhancing the scientific aspects of network curriculum learning environment, the author tries to employ the network theory and method into the volleyball teaching of students in Heilongjiang Province. Gradually, a set of theoretical system for volleyball teaching will be formed in accordance with the needs of our students. Moreover, the scientific study of volleyball network teaching system will be carried out and will be compared with conventional teaching. The students'grasps of the basic online teaching theory, the understanding of the volleyball profession and the master of the physical skills will also be studied. Through the study, we can make the following conclusion:First, Hei Longjiang Province, which has so many higher education institutes,has a good educational base as well as school-level base of physical education. Such exterior environment prompts the development of the construction of volleyball network educational system at the ordinary higher institutes at Hei Longjiang Province. This in turn establishes a certain environment and material base for the construcation of such a platform.Second, network education, as a new educaitonal form, must have its own advantage. The volleyball network education, which is a teaching form of training course, is the extension and expansion of school physical education. It has a higher requirement for both the teaching and the teachers'qualification.Third, the establishment of this volleyball network educationl system provides students with a quieter environment, a more scientific platform and a more modernized learning way. At the same time, it is good to the development of university volleyball and it provides a certain basis for the prosperity of volleyball at Hei Longjiang Province.Fourth,Heilongjiang College Students Volleyball network teaching platform laboratory studies have demonstrated that the effect of extra-curricular teaching using the network of the experimental class students were significantly better than comparison classes , two classes of passing ball in nomal way are all mean difference 0.79 points, t = 2.46, p < 0.05, the difference was significant; difference of two classes start with mat balls also was significant, t = 2.86, p <0.05, while the theoretical evaluation of the performance difference between the two is more obvious, close to the 5 point difference, t = 3.06, p <0.01, difference between the two classes of theoretical results are highly significant.Fifth, through the research, we find that the constuction of the volleyball network educational system does play a role in the future network education and can provide reference value for other subjects.
