Abstract/Summary:
Since our reform and opening-up, the development of education in our country has always been put in a very important position, and strengthening teaching staff construction has become a research topic in academia. Relevant international organizations and governments are making an effort to strengthen teaching staff construction, especially rural teaching staff construction. According to plenty of research at home, we conclude the basic problems in rural primary and secondary school teaching staff: aging of the rural teachers, low-quality teaching staff, unreasonable structure of teaching staff, severe shortage of teacher resources.Based on quantity of document, comparative studies and wide spot investigation in Jiayin County, which is in the north of Heilongjiang Province, this article puts forward the main problems about the rural primary and secondary school teachers in Jiayin county, analyzes the reasons and proposes corresponding solving countermeasures. More specifically, this article contains three parts besides the exordium. The first part focuses on the main problems about the rural primary and secondary school teachers----unreasonable structure of teaching staff, the contradiction between the large amount of teachers and the sharply fewer available teacher resources, devaluation of human resources and brain drain, the contradiction between the protection of the rights and interests and the lack of educational resources, and overall low-quality teachers etc. The second part realistically analyzes these problems and explores the causes of these problems, including natural causes, historical causes, governmental causes, society causes, and individual causes etc. The third part puts forward the basic countermeasure to strengthen the teaching staff construction, including the optimization of the social economic environment, transformation of consciousness, perfection of the system and the improvement of the wages and welfare treatment etc.
