With the arrival of knowledge economy and information age, a great problem confronted education, and many countries began to carry out educative reformation in succession.'Inquiry learning', with a view to develop students' spirits of innovation and practical abilities, was the most important aspect of reformation, whereas rich learning resources was an important condition that can make inquiry learning framed well.Information resources represented by computer network, owned many desirable features, such as high-capacity, intellectualization, virtualization, cyberize, multi-media, and so on. In broadening the vision, extent of sensory information as well as increasing efficiency etc, it had its special irreplaceable place. Students could gain substantial information related to inquiry by this way. As so far the development of inquiry learning in elementary and secondary school, web-based learning resources did not receive considerable use. This article mainly researched management and utilization of web-based learning resources in inquiry learning, aimed to provide some threads to the utilization and management of web-based learning resources of inquiry learning in elementary and secondary school. Main contents of this study as follows:Through literature review, introduction section principally stated reasons and meanings of selection of this subject, situation of study at home and abroad, main content and method of study; Chapter 1 mainly defined the inquiry learning and web-based learning resources, then summarized some correlated theories, which provided some theoretical foundation for following study; The main contents of Chapter 2 was the management and utilization research of web-based learning resources in inquiry learning, mainly referred to current situation and countermeasure of web-based learning resources in inquiry learning, then combined with management types of web-based learning resources, it suggested a architecture of web-based learning resources in inquiry learning, following which was its superiority; Chapter 3 roundly elaborates the utilization of web-based learning resources in inquiry learning. On the ground of tactics which was necessary to use web--based learning resources in inquiry learning, this section advanced the general processes used by web--based learning resources' utilization. Finally the utilization of web--based learning resources had become clearer and easier to understand by means of exemplification, which also provided helps to development of inquiry learning in elementary and secondary school. At the end, it was the summary and scope, as well as innovation points and deficiencies.
