Inquiry Learning Curriculum (ILC) is one light spot in the new turn of Basic Education Revolution, and it is different from the subjects curriculums. The new Curriculum Revolution has been carried out in Shaanxi Province from 2007. So ILC has been put into practice in all middle schools in Shaanxi Province. After interviewing with some leaderships and teachers of middle schools, we found that this course has not been expanded well. So it is urgently required to build a school-based management mechanism, which is poorly studied before, for ILC.The aim of this research is to build a school-based management mechanism for ILC with Changqing No.2 Middle School as a sample. This will be a sample of school-based management to implement the ILC in Shaanxi Province. So it has a instructional significance for smooth implementation of ILC in Shaanxi Province.Approachs of this study is survey study, documents reading, cases research, induction and deduction. Based on comprehending the school-based management theory and practical experience at home and abroad, we researched into characteristics of ILC and school-based management systems theory, then we summarized the basic framework of school-based management system. Combining with the actual situation of Changqing No.2 Middle School, we developed a school-based management mechanism for ILC.This mechanism includes a implementing plan and Management system. The implementing plan includes guiding ideology, curriculum goals, curriculum principles, organizational structure, carrying out procedures, implementation, evaluation and environments of supporting the implementation of ILC. The management system includes every department's responsibilities in the implementation, teaching and research system, system about research projects, award for teachers, use of school facilities, security system of students, which is to ensure the smoothly and effectively carrying out ILC.After completing the school-based management mechanism for ILC, we started implementation in Changqing No.2 Middle School. The courses carried out smoothly, and get some feedback about the mechanism. We changed some items and get the final edition. For testing potential replication of the management mechanism, we verified it in six representative schools. Teachers of this six schools all agreed on the management mechanism, and gave some ideas, which made the management mechanism have general applicability, combining with characteristics of their schools. So the mechanism provides reference for carrying out ILC in middles school in Shaanxi Province. This paper is divided into the following five parts:The first part: Implementation and study conditions of ILC at home and abroad are disscussed. The purpose, significance, contents, study methods and the research thought of this research are expatiated on.The second part: Through summarization of theory, characteristics , principles and elements of the school-based management for ILC are analysised. It is explored what are the theory and the policy about constructing the school-based management, and what compose the basic framework of the school-based management mechanism for ILC.The third part: According to the advices about school management in the Ministry of Education documents --"Ordinary senior middle school Inquiry Learning implementation guide" and learning from the experience of management from other schools, the implementing plan and management systems for ILC are founded, combining with Changqing No.2 Middle School situation.The fourth part: From September 2008, the school-based management mechanisms has been implemented in Chanqing No.2 Middle School. Through practice, we found some parts need to be adjusted. In order to make the school-based management mechanisms more effective, we adjusted the school-based management mechanisms in accordance with the actual implementation. We selected six schools to test effectiveness of the project.The fifth parts: Reflecting upon the whole process of this research.
