Teacher's professional development is the trend of the world teacher education development and the orientation of our country's teacher education reform. The teacher's professional development is a continuous and gradual process, which exist in teachers' career life from entry to retirement. How to motivate teachers in their professional career can be continuously explored and progress, and thus get a good professional development is crucial. In order to supervise and encourage the teachers to elevate themselves in the path of their professional development, China established Teachers'Titles System in 1986. However, during two dozens of years' operating there comes out many problems and bottlenecks, weakening the use of the system which incentives for teachers. Based on this, innovating Teachers' Title System is a powerful guarantee to achieve effective incentive promotions for teachers, which aims to promote the professional development of teachers, and to improve the education of teachers teaching ability and educational research capabilities.Basing on literature review and empirical investigation, firstly, this paper summarized structure, qualifications and duties of the Teachers'Titles System, and its issues arising from the implementation. Secondly, do an empirical research on how to use Internal Title System to innovate the current Teacher Title System in Z primary school. Using the method of observations, questionnaires, interviews, and the research was mainly carried out in three aspects:the implementation background, the innovations of the system comparing with Teacher Tile System, the implement process of the Internal Title System. Thirdly, summarize the promotion arising from innovating Teachers' Title System by carrying out Internal Title System in Z primary school, as well as point out the disadvantages and the optimization suggestions. And help other school administrations can consider the success of using Internal Title System as a reference, as well as avoid the disadvantages when they innovate the Teacher s' Tilt System in the future. Make full use of the innovation of Teachers' Title System and encourage professional learning and professional growth of teachers, and establish an effective job promotion incentive which ultimately promotes the teachers' professional development.
