Since reform and opening up, with China's industrialization and urbanization advancing, and the development of services industry throughout the country, the majority of farmers have been employed in the city. These migrant workers become a floating population. The vast majority of the floating population in this special group are migrant workers, they have made the enormous contribution to China's rapid economic development, but their survival status is worried about. This article is concerned about migrant workers'children who is living together with them, and their compulsory education in the urban area. At the Sixth Plenary Session of the Sixteenth CPC Central Committee, a number of important issues have been discussed about the CPC Central Committee building a harmonious socialist society. It has pointed out the progressive realization of the equalization of basic public services. New national compulsory education law clearly stipulates that the children of migrant workers can receive compulsory education according to the law of equal rights, and should be provided with the conditions for equal access to compulsory education and so on. As the introduction of these policies and regulations, the education of the children of migrant workers'has greatly been improved, and the quality of compulsory education has been greatly improved. However, we clearly see that there are still many problems for children of migrant workers to receive compulsory education in the urban area: such as different treatment in the same city, poor school condition for these children, and the difficult stable study state, etc.. And there is not a small gap from the real aims of the equal education. I believe we are faced with some challenges---the bottlenecks of the implementation of "two equality" policy, that is the household registration system, the Government's interest, the unclear relevant main responsibilities, insufficient funds for education, further education access barriers and other factors, all of which make the process of implementing the education policy go wrong, not achieving a real "equality" as desired.In response to this reality, I visited Shanghai Jinshan District, and the municipal education administration department, learning about migrant workers'situation of compulsory education in Jinshan and Shanghai; and accessed relevant literature research and analysis. And I mainly took the implementation of this policy in Shanghai as an example to study the policy of "two equality" and its implementation in the urban area. I Analyzed reasons of the resulting gap between reality and the ideal---the bottlenecks of the implementation of "two equality" policy. Meanwhile, in order to promote the healthy development of education for children of migrant workers better and more realistic and in order to allow children of migrant workers to enjoy greater equality of compulsory education, the author pointed out: In the current "two equality"'s real implementation conditions are not ripe, we can implement this education policy phased and selective. That is the view point of "the present: the pursuit of educational equality under realistic conditions", "medium-term: transitional measures" and "Future: Achieving Education true equality ". So that we can achieve the ideals and goals of the full enjoyment of equality of compulsory education with urban children, thereby promoting a more harmonious society development and progress.
