The massive course of population is the outcome about the process of industrialization and urbanization in the world. Under the force of the process, rural migrant workers come out in our country. The education problem of rural migrant workers'children has been emerged with the urbanization of rural areas. The problem of guaranting the right of rural migrant workers'children compulsory education has became a focus that be concerned by the society and the government. To guarantee the filial educational right which is the mostly approach to achieve effective flow about the society and the full development of the human is pressed for the development of our society and the embodiment of the educational essence.A series of measures have been come on according to the situation by the government to solve the education problem of rural migrant workers'children. However, the proclamation of policies doesn't mean solving all problems. It can be said that, the issue of the policy of"two priorities"is the effective measure of the government to solve this problem, it provides policy guarantee for rural migrant workers'children enjoying equal compulsory education. There are a series of problems in the course of policy establishment and implementation that this policy can not be effectively fulfilled. This article summarizes the problems of the policy and explores the represent form and the deep reason, then puts forward some constructive suggestions in order that the education policy of the rural migrant workers'children can be carried out and the rights and interests of the rural migrant workers'children can be effectively protected.To solve the education problem of the rural migrant workers'children has profound influence in the development course of the education .The paper starts from the meaning about solving the problem current investigation. Based on this, aiming on this arisen problem about the policy, there is a depth analysis of the establishment implement and evaluation of the policy .In the establishment of the policy, the offside and lack of the principal part of the policy exist at the same are the import reason about the imperfect effect of the policy. For ensuring the implementation of education policy, funding, policies and funding sources for the provisions are too vague, leading to the central and local behavior of the generation game. In the implementation and evaluation phase, two levels of government-based policy formulation and implementation of the concept of inconsistent conditions, the local government administrative discretion is too large, the policy re-enacted part missing, resulting in their children's education in the spring of migrant workers in the public view hope in a time delay, for our country's social stability and adversely affected.In this paper, a detailed argument has been carried out about building a good education for migrant workers'children policy mechanism. In the formulation of policies maintaining values of fair and equality is the concept that the Government's policy-making should be guided. Promoting information sharing, enhancing the level of participation in the policy formulation and implementation is the fundamental guarantee to achieve the scientific and rationality of policy.This article consists of five parts. The first part briefly introduces the proposal of the question, the meaning of investigated the problem and research methods etc. The following part summarizes the evolvement course of the policies of the rural migrant workers'children. The third part summarized the problems of the policy of"two priorities". Some constructive suggestions are proposed in the final part in order to perfect the education policy of the rural migrant workers'children in allusion to the flaw about the policy of"two priorities".
