Study On University Patents Strategy And Performance Evaluation In China

In the context of globalization on knowledge-based economy and building up an innovation-oriented country, as an important part of national science and technology innovation system, universities should play an important role in national intellectual property strategy. The quality of university patent strategy implementing, will directly have affect on promotion of technological innovation and scientific strength, but also be related to the implementation of national patent strategy and the formation of national science and technology Competitive Advantage and the promotion of comprehensive national strength. Therefore, it is of great significance to study on university patent strategy and performance evaluation in China. Using the methods of theoretical and instantiation research, this paper studies on the basic theory of university patent strategy and performance evaluation.This paper describes the development of our patent firstly in order to learn patent development of universities and different type university in China and investment of R&D funds and human capital. Then the paper structures the theoretical framework that includes three elements: concept, character and system structure. And it gives a deep and systematic research to each element. It establishes the theoretical foundation for performance evaluation.To design the performance evaluation of patent strategy, the paper analyzes the connotation of performance of university patent strategy and function, and put forward the viewpoint that the performance of university patent strategy is evaluated on by both input and output. According to the giving principles, the paper establishes the performance evaluation system of university patent strategy, which includes 18 indexes. According to the indexes, fuzzy comprehensive evaluation method is chosen as the performance of patent strategy evaluation.In the part of instantiation research, the paper takes universities of Chongqing province as an example. First, performance indexes will be used in the model of fuzzy comprehensive evaluation, and the paper applies the obtained performance results to compare the performance of Chongqing universities with other universities. And according to being analyzed performance evaluation results obtained, problems are found of the development in Chongqing universities patent. Then, according to the results of performance evaluation, the paper gives the suggestion on how to improve the performance of the patent strategy about human resource, invention, protection and implementation.Finally, the paper summarizes the conclusions of the research and makes prospects to the developing direction of the field in the future.
