The higher education in China is developing with a brand-new face, with the continuous reform and openness in our country, and the deepening reform in higher education. As demonstrated in the 16th CPC Report of the Communist Party of China, education, science and technology has the priority of development. Then the reform of inner operation and personnel system in a university has been conducted in almost all higher schools, because the excellent operation mechanism and the high-level overall management are among the key development elements. As a result, evaluation of performance of a university office is quite essential, since the operation of the office directly affects the quality and efficiency in a university. However, there is no panacea for this issue.Reasonable evaluation of performance of a university office is one of the difficult topics in modern public management realm. The quantitative analysis is adopted in this article to do the evaluation. It tries to find a comprehensive quantification model, which is feasible and efficient.This article first describes the nature, function and mission of the office in a university, and then talks about the basic problems in the performance and evaluation of performance of a university office. The common methods for the evaluation are introduced, at last, the fuzzy comprehensive evaluation is adopted to evaluate the performance. The 2004 performance in the office of Civil Aviation University of China is illustrated as an example to ascertain the feasibility of this method. Five parts are composed of this article: introduction of the office, work in an office, evaluation of performance of a university office, evaluation methods, practical analysis of work in the office of Civil Aviation University of China.This article hopes to find out a suitable evaluation model of performance of a university office, and provides some ideas for the management in a university. It holds in-depth discussions on the performance evaluation of a university office, but it can also gives some advice to the similar departments or units.
