Human resources is the most positive and most active factor of production, it is the first resource to achieve scientific development. Exploitation of natural resources and creating social wealth can not do without human resources, without adequate human resources, economic and social development can not be successful. Strengthen the development of qualified personnel, is important initiatives to reply economic globalization, domestic and international competition for talents, promote the innovation, and maintain steady and rapid economic development. Economic globalization, regional economic integration, increased competition at home and abroad, scientific and technological advances, shortened talent elimination period, in such a situation, the implementation of strategy of strengthen Guangdong Province with talent, and strengthen the development of qualified personnel is of great significance. Strengthen the development of qualified personnel, is to adapt to the needs of the new situation of international competition, and the needs of construction a better-off society in Guangdong and realize basic modernization.This paper, based on the practice of strengthen Guangdong Province with talent strategy, using literature study, empirical research, comparative studies and other methods, try to make a study on construction of human team. Via combing the main effects and problems of constructing Guangdong talent team since the reform and opening up, it explore a basic path and protection measures to strengthen the construction of Guangdong talent team, provide a useful reference for implement the strategy of strengthen province with talent for government departments.Based on an overview of the theory of Human Resources Development and Management, this article elaborate the main idle and basic status of constructing Guangdong talent team, reveals the problems and reasons in the construction, advance a basic path and protection mechanism for personnel construction. It emphasizes education and training, building a new platform for the growth of talent; creates favorable conditions for the introduction of multi-channel all-round high-level professionals; improve the mechanism for selecting and appointing cadres, promote the cadres to come outstanding; takes effective measures to speed up the pace of state-owned enterprises development and scientific and technological personnel development; changes the concept, promotes private economy development of qualified personnel; strengthen examination system, improves personnel evaluation system and evaluation methods; improve metabolism mechanism, and effectively clear the "down" channels for cadre. Meanwhile, establish a safeguard mechanism for development of qualified personnel, including the new regime of personnel administration deployment combined with market deployment, sound development of human resources management system, human resources management and capital investment mechanism, as well as human resources and other business development incentives. Through the strengthening of human resources development and scientific management, pursue rational combination of people and events, give full scope to the creativity, truly make the best use, and strive to Guangdong qualified personnel to a new level.
