The education and the culture have the natural intimate relation. China is a multi-ethnic country, with rich and colorful culture, but since long, take the mainstream culture (Han culture) as the core"universal"curriculum model, does not favor the inheritance and development of national minority culture, even causes many national minority students to have the national inferiority. Based on multicultural education, combining the basic theory of language courses, this article conducts the research to the Qapqal Xibe autonomous county of Xinjiang Xibe language curriculum development and implementation issues. Considering: At present the Xibe national minority language curriculum goal limits the language just as tool, ignored the national tradition culture influence; the curriculum project has not good for the Xibe national minority student's cognition characteristic, far from the Xibe national minority student's life reality;The class hour arranges few, the teaching progress are not consistent, teaching effectiveness are difficult to investigate.The above question stems from the serious insufficiency understanding of the national culture, psychology, education.We should pay more attention to the Xibe national minority culture tradition with the rich educational value, according to the principle of scientific and the ideological unification, the interest and the practical disposition union, the national characteristic and the multi-dimensional disposition union , by the special activity way, the community and the school cooperation way, all the vivid national history and biography story, the unique holiday etiquette culture, outstanding national character fact as well as precious natural landscape and humanities vestige and so on, will carry on the pedagogic processing, will become the national language curriculum resources. The national language curriculum implements should respect the culture diversity, the promotion culture permeability, through the inheritance of national culture elementary knowledge, raises the student national culture sympathy, national unity prosperous consciousness, pays great attention to the content use value, the educational value, the time value unification, adopts dynamic, multi-dimensional, the diverse appraisal strategy.
