Since the reform and opening up, China’s social development is graduallyaccelerated, and a large number of minority population living in remote areas inChina begin to transfer to cities. Such large-scale flow of minority population affectsethnic distribution, communication pattern, development process, social structure andsocial needs of minority groups. In addition, the flow of minority population not onlybrings new blood to cities and promotes the development of cities, but also brings avariety of new ethnic social problems. Under the new situation, China’s previousethnic work philosophy, content and methods are greatly challenged. It is urgent tocarry out reform and innovation of ethnic work mechanism, solve ethnic socialproblems and promote rapid development of all ethnic groups according tocharacteristics and needs of different ethnic minorities. To this end, this paperdiscusses about the construction of ethnic social work with the theme of communitiesin Xinjiang Qapqal Xibe Autonomous County.With research objects of five communities in Xinjiang Qapqal XibeAutonomous County, this paper knows objectively about advantages anddisadvantages of these five communities in terms of carrying out with ethnic work byfield investigation and interview method, and then provides some suggestions andthinking about the construction of ethnic social work.The main content of investigation is: overall situations of communities inXinjiang Qapqal Xibe Autonomous County, basic situations of community workers,conditions of minority residents, conditions of ethnic work in communities, andrelationships between community workers and minority residents.According to the investigation:(1) female community workers account for alarge proportion, the level of education shall be improved, ages of workers are quitehigh, while salary for public-service jobs is low;(2) there are lots of ethnicitiesamong community workers, which is conducive to ethnic work, and regional cadresare familiar with communities within their jurisdictions;(3) these communities havequite scientific management of minority floating population, but data statistics is notsystematic;(4) community workers do not have an adequate understanding ofminority cultures, and mainly rely on their personal experience in work;(5) there aresome problems in communication between community workers and minorityresidents, as community workers mainly solve material problems and fight forvarious resources for minorities when solving difficulties for minority residents, but are less concerned about their spiritual needs, and that’s why it is difficult for them toreach a consensus with minorities during the process of helping; and (6) communityworkers do not have a systematic understanding of social work and ethnic socialwork, as these communities would not consider about professions while recruitingworkers.For the above problems, the author proposes several reflections on theconstruction of ethnic social work:(1) establish ethnic social work organizations;(2)include ethnic social work into China’s policies and regulations;(3) strengthenconnection of ethnic social work with other departments;(4) develop ethnic socialwork education vigorously;(5) strengthen the training of ethnic workers’ values andcultural competence; and (6) train existing ethnic workers and community workers inethnic social work.
