This research on the current development of school-based PE curriculum in Xinjiang ethnic schools is based on the new curriculum reform and relevant documents on school-based curriculum development both abroad and at home. Since the target of this research is the ethnic schools, their advantages and national characteristics are fully emphasized in addition to the current basic educational conditions, so that the school-based PE curriculum can be developed in a more advantageous way. In the process of studying the current situations in Xinjiang Xibe ethnic primary schools and their school-based curriculum development, the following methods are adopted: literature researches, questionnaires, expert interviews, fieldworks, case analyses, and mathematical statistics. Two cases of developed school-based curriculum are analyzed in this dissertation in order to find out the main problems in the development of school-based PE curriculum in Xinjiang Xibe ethnic primary schools, together with the advantages and significance. And PE school-based curriculum development projects suitable for the local areas, schools and students are suggested. The goal of this research is to provide some theoretical references for other ethnic schools to develop their own school-based PE curriculums according to the local characteristics. This article by an analysis,research concludes as follows:1. Located in various small towns in Xinjiang, the Xibe primary schools vary greatly in their teaching conditions as a result of the imbalanced economic development. The same problem to be faced by each of them, however, is a lack of PE facilities and teaching staff.2. The PE teachers in Xibe primary schools hold great confidence in developing the school-based PE curriculum, but lack the consciousness of development and theoretical knowledge.3. With regard to the contents of school-based PE curriculum, both the teachers and students in Xibo ethnic primary schools prefer traditional Xibe sports. These contents chosen out of students'interests and demands loyally consist with the idea of student-oriented curriculum reform.4. Two Xibe schools where the school-based PE curriculum is already adopted have developed such Xibe traditional sports as"butterfly dance"and"Belen dance,"organized in the forms of"morning exercise"and"major break."However, there are neither detailed development plans nor teaching schedules and plans, and the class contents, the organization and assessment are too simple, without any managing mechanism or sustainability.5. The main problem in developing school-based PE curriculum in Xibe ethnic primary schools is the contradiction between school-based PE curriculum and traditional school-based PE curriculum development thoughts, current teaching resources and educational system.6. There are many advantages and much significance in developing school-based PE curriculum in Xibe ethnic primary schools. The traditional Xibe sports as the development contents can better fulfill the national educational targets, help form a better school atmosphere, and stress the characteristics of ethnic schools.7. The major schemes for developing school-based PE curriculum for the Xibe are: establishing a management system for the school-based PE curriculum, setting a target for the school-based PE curriculum, designing the class contents, organizational forms and assessment methods.
