Based on the full realization of the ideas and concepts of TQM and the utilization of TQM in universities abroad,the present study holds that because of social change and development,especially the college expansion plan, the problem in the quality of higher education is becoming increasingly conspicuous.In addition,the previous model is incompatible with the present development of higher education quality monitoring;thus,it is urgent to renew ideas and apply the ideas of TQM to monitoring teaching quality of universities in order to guarantee the improvement of teaching quality in the long term.At present, Chinese universities mostly adopt the "university-college" model in management.As the basis of teaching quality monitoring at university-level, college-level monitoring is not only a key point but also a difficult point.However, many problems and weak links still exist in the system.Therefore it is urgent to introduce the concepts of TQM to establish a new perspective on education quality, to improve and perfect college-level teaching quality monitoring system,especially the core concepts of TQM theory, which features "continuous quality improvement" and "student-centeredness".The present study probes into the effective ways of resolving conflicts between the expansion and the improvement of higher education so as to formulate valuable suggestions for the establishment of teaching quality monitoring system in teaching and research-oriented universities.Besides, this study analyzes and compares the current situations,characteristics and application of TQM in such developed countries as the United States,Great Britain and Japan to draw on useful experience and inspirations which are compatible to teaching quality monitoring of higher education in China.The study also analyzes the current situations and problems concerning teaching quality monitoring system in research-oriented, teaching and research-oriented and teaching-oriented universities in China. This study presents the idea that it is recommendable to draw on the experience and inspirations of developed countries in terms of successfully implementing the concepts of TQM in order to improve and optimize the teaching quality monitoring system of higher education, especially at the college/school level.Through analysis of the status quo and characteristics of the teaching quality monitoring system in the School of Basic Sciences of a teaching and research-oriented university located in Guangzhou from the perspective of classroom teaching quality monitoring system, teaching quality evaluation system, the system of setting examination paper, graduation project quality monitoring system and the composition of teaching information collection and feedback system, the study points out the existing problem and its causes and holds that it is necessary to further improve and perfect the monitoring system in the light of TQM theory.Meanwhile, the study also presents the thoughts and strategies on improvement which includes improving the index system for evaluation,perfecting the quality standards,improving teaching information collection and feedback system as well as the regulation of teaching process.It points out the importance of people-oriented management on the basis of perfecting the teaching quality monitoring at the college and department level and brings forward the idea of constructing the early warning system dealing with teaching quality, characterized by "prevention first"In addition,this research paper establishes and perfects the present mode of college-level teaching quality monitoring system.It argues that it is necessary to construct an evaluation mode for quality monitoring system, and establish an effective set of "three in one" system operating approach which embodies the essence of evaluating, diagnosing and improving the quality monitoring system. Thus,it helps to guarantee the advancement and continuous improvement of teaching quality. The study also suggests that an inner salary and performance evaluation system should be established.Moreover, establishing an "external examiner" system as well as social participation in evaluating and monitoring the teaching quality is also encouraged.
