The expansion of enrollment in colleges and universities since 1999 witnessed the historic breakthrough of the development of higher education in China. To achieve the sustainable development of higher education, the coordination between scale and high-level quality must be attached much importance. How to ensure the quality of teaching has become a vital problem confronting the colleges and universities, related to their survival and development. Therefore, we should establish and improve the system monitoring the quality of teaching, making the teaching activities and daily routine on the campus operate steadily and reasonably, to guarantee, in this case, the steady improvement and sustainable development of higher education.Against this background, this paper analyses the traditional form and existing problems of the supervision on the quality of higher education at home. The author comes to a deeper understanding along with her personal working experience. To take it in a more detailed level, the author also analyses the background of the construction of the system monitoring the teaching quality, taking Y College as an example. The author elaborates on the new construction of the monitoring system of Y college in the following four aspects:guiding instruction, primary principles, overall framework and concrete implementation, summarizes the effect of the implementation of the system and takes the existing problems of the system into consideration, putting forward a few improving suggestions. On the basis of the analysis of this case, this paper learns from fundamental lessons of monitoring system in colleges overseas and provides some practical suggestions on the innovations of the supervision and evaluation system in colleges at home.
