The teaching quality is the vital line to the party school. Nowadays, with the rapid development of the cadre education, the evaluation of teaching quality is the most important condition of dynamic management of the party school, and it is also the important guarantee to carry out the scientific teaching management. It severs as the monitor of the teaching quality, collecting the teaching information comprehensively and systematically, finding and dealing with the problems accurately. It propels teachers develop their potential as much as possible. We believe that it is significant to build up a logical and scientific teaching quality appraisal system, and it plays an important part to improve the teachers' teaching quality. There is no doublt that it is a effective way to insure the teaching quality of party school.On the foundation of former research results, this paper adopts a method of the unification of theory and practice, quantity and quality, and it makes a research into teaching quality appraisal system. By studying the American, England and other representative countries with long history of teaching appraisal system, we can learn advanced appraisal thought, experience and method. Begin with the advantage and disadvantage of the present appraisal system, this paper utilized the theory of the teaching management and the theory of teaching appraisal to construct a appraisal system, which consist of appraisal by colleages and experts. After renovating the original appraisal system, the author has formed benchmark and has established the scientific, reasonably, the suitable appraisal standard. In view of the trend of development of the domestic and foreign correlative research, the paper carries on the appraisal from the multiple perspectives on the teacher curriculum quality, and it also has established a nature finely, feasible appraisal model, which has sovled the target appraisal quantifiction problem and has avoided the qualitative description shortcoming. It can cause the qualitative description quantitative and appraise the conclusion conforming to the reality. It has studied the entire appraisal process of the teaching quality in classroom. In the end, it has been testified to be very effective. Through the appraisal practice, we can learn that the party school teacher quality of teaching appraisal system that the paper has established is reasonable and the measures are advanced. Thus, it is applicable to the party school.
