The twelfth five-year development plan outline of ZhongShan X college points outthat the2011-2015will be the critical period for creating new features and buildingbrands, and ZhongShan X college will be among the domestic first-class highervocational colleges with distinct characteristics, depending on reforming running schooland enhancing quality and efficiency. The service ability of administrative staffdetermine at some level the development of core competence, but the human resourcemanagement of administrative staff is a weak part comparing with the management ofteachers, and lacks complete policies and regulations. So, it’s very important to improvethe work quality and efficiency effectively through strengthening reform, innovationand scientific management, especially increasing their enthusiasm by executingperformance appraisal efficiently. Under the supervision of the superior, ZhongShan Xcollege has been formulated and implemented the performance appraisal system for theadministrative staff, and also makes full use of the advantages of various examiningmethods, especially the360degree examining method. In content and form ofevaluating post performance according to the morality, ability, hard work, performance,honesty, and so on, it can reflect well the post performance of administrative staff, andprovided the basis for salary adjustment, position adjustment and professionalevaluation. On the whole, the implementation of these measures have played a verygood role in stirring up the initiative of administrative staff, at the same time, which alsopointed out some problems in current program that needed to be solved. For example,the objective of performance evaluation is not definite, and the design of performanceindicators is too simple, and also it lacks effective communication and feedbackmechanisms. Consequently, the assessment requirements have become formulaicburdens which simply waste teachers’ time, and it didn’t provide the objective andimpartial evaluation of the administrative staff’s performance.With related theories and principles of performance appraisal, this paper improvesthe current performance appraisal system for the administrative staff, not only based onthe development requirements of ZhongShan X college at this stage,but also combined with present limitations of performance appraisal. The specific details described asfollows:Firstly, combined with the growing trend of higher vocational education and basedon the development strategic objectives of ZhongShan X college, this paper analysespresent limitations of performance appraisal.Secondly, based on the basic theories of performance appraisal, this paper analysesthe roots of these problem, and presents an improved strategy.Finally, according to the improved strategy, this paper rebuild the performanceappraisal system for the administrative staff of ZhongShan X college, especially inrebuilding the performance indicators and weight.
