At present, China is in a period of high incidence of unexpected events. Because of frequent natural disasters, accidents, public health problems, social security incidents and other emergencies, crisis management has become a major challenge in modern life. Therefore, we must emphasis crisis management in public. As public service providers and public affairs manager, Government plays a leading role in crisis management now. But admittedly, with few departments and limited abilities, only government is not enough, there must be participation and support of social forces in order to successfully meet the challenges of public crisis. NGO is important organizational entities nowadays. Their participation in response to the crisis can and should play an important role. China is in a period of economic and social transition, which makes how to successfully manage public crisis a vital issue to be solved. This article is concerning with this important issue.In this paper, using the crisis management, market failure, government failure and civil society and governance theory and other theories, by comparing the research, case studies, literature studies, on the non-profit organizations in the norm of public crisis management studies. This study shows that:in the public process of crisis management, non-profit organizations in China has many unique advantages, but there are still shortcomings, our perfect relevant laws and regulations, social credibility and sense of identity is not strong, the lack of strong government support and effective supervision, resulting in negative influence; Based on the above problems, this paper proposes to strengthen our non-profit organizations in the effective path Crisis Management:Create a favorable social environment for nonprofit organizations to perform their duties;Establish the government and non-profit organizational interaction mechanism;Strengthen self-construction of non-profit organizations.
