| With the development of over 40 years,private higher education in Shandong Province has made a big step forward,meanwhile it has entered into people’s visions and choices,and cultivated a large number of urgently needed applied talents for the country and society.In recent years,with the rapid development of education industry and marketization,private higher education in Shandong Province is also actively taking the market demand as the guide,and actively promoting the teaching quality in combination with policies.It has made great achievements in the past 40 years.The demand of universalization and popularization of higher education also makes the emergence of private higher education inevitable.To a certain extent,it promotes education equity,provides more diversified choices for the public,plays a significant role in improving education efficiency,trains a lot of application-oriented talents for the society and the country,improves the corresponding social status constantly,which has made it an important force for local education reform and career development.The rapid development of private higher education is closely related to the policy support of Shandong Province.In recent years,the central government has issued many laws and regulations to support the private higher education.Although there are many policies launched in Shandong Province,it still has many problems in the implementation,which need further optimization.By summarizing the concepts of private higher education,supporting policies and policy implementation,taking Smith’s policy implementation model as the research framework,and based on the theory of public goods and the theory of education equity in the new era,using literature research,comparative research,interview and model research,this paper analyzes the supporting policies of supporting private higher education in Shandong Province.Besides,discussing the demands of the current relevant supporting policies and the results of the implementation of the relevant policies,based on the four dimensions of Smith’s policy implementation model,this paper analyzes the main problems restricting the implementation of relevant policies and their causes.In light of the advanced practices of local governments in Shanxi Province,Hunan Province,the United States and Japan,this paper puts forward corresponding improvement strategies from four aspects: idealized policy dimension,implementation subject dimension,target group dimension and policy environment dimension.These strategies include the support system optimization measures based on the idealized policy dimension,the measures to enhance the implementation of the support policies based on the implementation subject dimension,the self construction measures based on the target group dimension,and the social security mechanism improvement measures based on the optimization of the policy implementation environment dimension.This research provides important practical experience for improving the supporting policy system of Shandong Province,vigorously promoting education equity and improving the implementation effect of corresponding supporting policies,and promotes the sustainable and stable development of private higher education in Shandong Province. |
