Optimal resource allocation for soft environment of high education is the necessary requirement and guarantee to carry out the strategy of talents developing in the higher educational institute. The optimal resource allocation will allow establishing an innovative, dynamic and advanced talents team with high quality and standard, reasonable structure, and practical ability. Moreover, the high quality of education and strong competence will stem from it.With the increasing progress of revolution, our higher educational institutes have obtained much development; while the aspect that higher educational institute should offer with a good environment of policy, system and culture, has been neglected, since the development in expanding scale, enhancing speed and equipping with new hardware has been pursued exclusively in the long run. Piles of problems have risen, leading to unbalanced allocation of educational resources and huge waste. To this end, how to optimize the soft environmental resource allocation is a worthy topic to explore and study.To build up the talents team is impetus to the sustainable development of our nationwide higher educational institutes, and how to supply with a good environment for the development and growth of talents has been paid more and more attention. Here, both hard and soft environment is discussed as cut-point for the development of our nationwide higher educational institutes; six aspects of phenomenon including talents development, personal relationship, management system, management stile, management behavior and human orientation are analyzed. The key problem within soft environment allocation is concluded. From the view of values, varies of angles are attempted. The loss of optimal resource allocation for soft environment of high educational institute could be attributed to utilitarian concept of heavy hard and light soft from institute leaders, misleading of market profit seeking trend, influence from short-term effect of political achievements, bias of talents evaluation system, and the not yet optimized cultural environment in higher institute. Finally, based on conceptual revolution, organizational guarantee, systemic innovation, democratic management and culture cultivation, optimal resource allocation for soft environment of high educational institute is discussed, and multiple strategy options are proposed.
