This paper conducts a preliminary study on the problems of policy, environment and service. Finally, the author proposes many reasonable advices on the management of returned talents on the base of analyzing current problems of returned talents work. Structurally, this paper can be divided into three related sections as follows:The first section (Chapter One and Chapter Two): mainly introduces the research origin, research methodology, research content and main new academic viewpoints proposed, along with the newly development of returned talents. Furthermore, the author analyzes the importance of returned talents and treats them as the motive force of the future development of Shanghai and reviews the achievements in managements on Shanghai returned talents. Meanwhile, the author demonstrates proposes the research direction, by combining new development trend of returned talents.The second section (Chapter Three): analyzes the problem that exited in current work, from 3 related fields: policy, environment, service of returned talents work and emphasizes the management of returned talents is a systemize work. The advantageous policy, the build of soft and hardware environment and the establishment of service system are three pillars of the work of management of returned talents and will be the root to make the work develop well.The third section (Chapter Four): on the base of former analyzing and summary, the author proposes advice of issuing comprehensive policies.This paper's main new academic viewpoints are: by empirical study and comparative study, the author analyses inefficiency of current returned talents work in Shanghai and provides advices and measures. The analysis of such aspects increases the practical significance of this paper as well as offers reference to the strategy plan and decision-making for Shanghai government.
