The current shortage of high-skilled talents seriously restricts the economic development of our country and the reform process. The data shows that the reasonable proportion of technician and senior technician high-skilled talents in technical workers should be22.1%, but this ratio is only3.5%at present, and the contradiction between supply and demand is increasing. Our country attaches great importance to the cultivation of high-skilled talents, has issued a series of policies and measures to force the training of high-skilled talents. But due to late started, concepts backward, the training mode immature, and other reasons, led to a serious lowly quality in the training of high-skilled talents. How to ensure the training efficiency and quality of high-skilled talents has become an urgent task in China’s human resources strategy.Technician institute is an important base of high-skilled talents training, which charged with the important task of training qualified talents with high skill for the country and the enterprise. NC competition is the highest level contest in the field of high-skilled talents training at present, which organized by six ministries, included the Human Resources and Social Security Ministry, Education Ministry, Science and Technology Ministry, Industry and Information Technology Ministry, China Federation of Trade Unions and China Machinery Industry Federation. This contest is since from2004and held once every two years. NC machining technology professional has typical representative of high-skilled talents training in our country.This article studies Total Quality Management and ISO9000quality standard, combined with the characteristics of high-skilled talents training, and focus on the innovation of high-skilled talents training mode, in order to provide the reference value of high-skilled talents training quality in China.This article explored the Total Quality Management applications in S technician institute’s NC machining technology major, finding feasible systematic method for high quality in the training of NC machining technology high-skilled talents. Then improve the managerial level and popularity of S technician institute, enhance its market competitive advantage.
