To enhance quality education, educators are aware of the importance of cultivating innovative and research-based talent while quick developing society and education reforming. Then government, education workers and so made a great effort towards this end. In order to promote learners'learning, many diverse learning styles are appear constantly such as distance learning, electronic-learning, etc. But some problems are still exist. On the one hand, learners can't take full advantage of fragmented time to learn; on the other hand, they can't get the information what they want in the outdoor innovation environment. Mobile Learning is going to favoring most of learners and educators with its mobility, timeliness, personalization and so on.With the guiding of Informal Learning, Situated Cognition and Learning, Blended Learning, This paper used mobile internet technology to develop a mobility learning platform, in which users can attain learning resources or information with the mobile device. This platform not only meets the demand of mobile learning, for example, it can effectively solve the problem which is difficult to attain information out of doors, but also greatly improve learners'motivation and learning efficiency.Based on the successful experiences at home and aboard, this paper analyzes the basic theories of the mobile technology in learning and describes the significance of the theories for mobile learning; we introduce the related technology of mobile learning and the formation of the server program. Second, based on the principles of mobile platform development, we make a detailed exposition on the structure and function of the platform which mainly includes learning recourses, real-time training, and query modes. Then we construct and analyze the operate mode. Taking the college physics as an example, we design the learning recourses basing on behalf mode and mobile learning. Finally, we take advantage of WML, VB, ASP.NET to realize the platform explore. We also make casing analyze using query mode and make improvement on the test result and feedback information from the users.Finally, this paper summarizes the results of this study and points out the shortcomings with a view to further study and improved.
