As the teachers'professional development deepens, the studies related, the approaches of teachers'professional development are increasingly becoming necessary. The specialties of rural secondary and primary schools in our nation make the approach of rural teachers'professional development have special research significance for the teachers'work in the schools. The research methods involve literature review, investigation. The thesis defines discusses the theory of approaches to teachers'professional development. The paper also investigates current problems of rural secondary and primary school teachers'professional development and makes an attempt to raise suggestions for improvement.The author holds that the content of approaches to teachers'professional development includes all the methods and approaches to improve teaching skills, enrich teaching knowledge for teachers in the process of teaching. By analysis of teachers'content, skills, affection about rural teachers'special qualities and values, the effective approaches to professional development include: training, reflection, school-based research.The empirical study reveals the problems that lie in approaches of rural secondary and primary school teachers'professional development as that: on the basic aspect, the sex structural imbalance, age structure of irrational, low level of teachers'educational certification. Although there are verities of ways to obtain certification, the teachers'final degrees are below the criteria. There are other problems as: teachers'disciplinary structure of irrational, teachers'titles structure of irrational. On the aspect of teachers'professional development, the ratio of teachers'satisfaction with professional development is somehow higher, but the environment of it is lower. The main restriction element is external element. On the aspect of approach to teachers'professional development, In S town, the main ways of teachers'professional development are observation, teaching discussion between peers in teaching and research groups. Almost all the teachers believe the effective ways to professional development are observation, teaching activities sponsored by teaching and research group, as well as anticipation with the lectures and training. On the contract, the ways such as, blogs on the line, reflection, self-learning are useless.According to the theory and empirical results , combined with the specialty of rural teachers'qualities, the author believes that the effective approach to rural teachers'professional development is school-based teaching and research, which makes teachers construct new teaching concepts, transform the teaching roles, construct competent, anticipate the research activities and reflection teaching. Besides the teaching reflection, peers assistance, professional leading, building exclusive funds for teachers'development is needed, which if the effective method for school-based teaching and research, and supply the enough time for teachers'professional development, enrich the learning resources and opportunities, as well as government support.
