Strategic Research On Anshan City Tackling The Effects Of Population Aging

Population aging is the inevitable product of social development. As a result of the family planning policy, which has sped up Chinese population aging process, China has entered the aging society 60 years ahead of time compared with some western industrialized countries. Population aging has great influence on China's economic and social development. Only by taking positive measures and grasping the opportunity can we realize the goal of constructing the harmonious society.This thesis mainly discusses the following issues:firstly, some theories about population aging are discussed. The term population aging is introduced, its definition, characteristics, and the perspective from which the theories of population aging concern. Secondly, the austere situation in Anshan, its characteristics and causes are analyzed. It is pointed out that in Anshan population aging has such characteristics as: people are aging before getting well-off, the population is aging at a high speed, the percentage of the middle-aged and eldly is large and in the countryside there are a great many old people without children around. It is analyzed that family planning policy carried out for so many years leads to the unbalanced population age structure. At the beginning of Chinese liberation, the large number of people recruited into Anshan Iron and Steel Company account for the great number of old people in the city now and extended life expectancy is another cause. Thirdly, the thesis discusses the influence of population aging on the city's economic and social development. Population aging affects sustainable economic growth, and calls for corresponding pension plan. Fourthly, strategic research has been carried out as to how Anshan tackles the negative effects of population aging. The author analyzes the city's advantages in this aspect, and suggests that new mechanism should be established, four pension plan systems are to be started and perfected to act actively on urban population aging. Pension scheme in rural areas should also be improved to deal with population aging there.
