With public universities as the research object, this paper discusses about the present condition of incentive mechanism in public universities, to analyze its positive effects and to find out the defects. Then, this paper uses Principal-Agent Theory to study the Principal-Agent relations in management of public universities. According to the research above, aiming at the actual circumstance of public universities, this paper designs a kind of incentive model, based on Principal-Agent Theory, and to combine the analysis of a survey on university teachers' need and incentive factors, this paper concludes some effective incentive factors for university teachers.This paper is divided into six parts. The preface part of the thesis introduces the research background, the contents of the thesis, the way of thinking, the research methods and the structure of the thesis. The second chapter mainly focuses on analyzing the present condition of incentive mechanism in public universities. The third chapter studies the actual circumstance of public universities, illustrates Principal-Agent relations in public universities and explains the reason of problems in the incentive mechanism. Then,Chapter 4 puts forward an incentive model on Principal-Agent Theory, and carries on the general design. Based on the general design, Chapter 5 makes the detail design and analyzes four concrete aspects.To be further, this part combines the analysis of a survey on university teachers'need and incentive factors, and designs some effective incentive factors for university teachers. The conclusion part of the thesis makes a summary, and points out some shortages and the direction for future research.This paper uses material reading method, investigation method, comparison analytical method, inductive method and so on. This paper combines the research on Principal-Agent Theory with the actual circumstance of public university management, and designs a suitable inventive mechanism for our public universities, which will improve the management level and work efficiencies of public universities, and promote the education of various talents for the construction of our country.
